The
framework can be used to help the early sequencing and
prioritisation of climate risks, and of early VFM adaptation to
respond to these, using an iterative framework. It can therefore
be used for the early design and scoping of plans, programmes
and projects, i.e. for:
• A
new ICF concept note for a new DFID programme
• The
integration (mainstreaming) of climate change into existing
DfID office programmes
• For
national level adaptation planning or sector mainstreaming in
Government.
It
provides an approach – and supporting information and tools
– to help in the identification and sequencing of risks and
adaptation. It also
provides a typology of early VfM actions that fit within the
iterative climate risk management framework. For further
